First, what specific passage in Daniel are you referring to? I'm paging through the book now and I don't see any mention of a 'new Babylon' in any of the Daniel prophecies.
Secondly, most of the prophecies in second half of Daniel refer to events that have already happened; they refer to Alexander the Great, the Ptolemies and Seleucids, Rome, and Antiochus IV Epiphanes.
Thirdly, in the Hebrew language "Babylon" is the exact same word as "Babel." That's probably not a coincidence.

I think you mean the Book of Revelation. As with all writing, you need to read the Scripture first in the context of the time, author, and audience when, from, to whom it was written. The early Christians would most likely have understood Babylon to be either Rome or Jerusalem. Rome was burned in 64 AD and Jerusalem destroyed (and likely burned) in 70 AD by the Romans in response to a rebellion. Of the two, early church writings do mention the Christians in Jerusalem as having been warned to flee Jerusalem and Jesus also issued such a warning. That is consistent with what Revelation 18:4 says:
