Finn, along with Lars[1], was a Harvest Constable assigned to protect Governor Thune. He carried an M7 SMG. When Finn was ordered to neutralize Lieutenant Commander Jilan al-Cygni, Staff Sergeant Nolan Byrne tripped him and knocked him out.
