After the [[Prophets]] failed to respond to this, due to the [[High Council]] rejecting the [[Minister of Fortitude]]'s request to investigate the matter further, it escalated into a short but aggressive conflict, forcing the High Council to create an [[Arbiter (Title)|Arbiter]]. The conflict ended only when the Unggoy homeworld [[Balaho]] was almost glassed by [[glassing|orbital bombardment]] by a [[Covenant Fleet]]. This war showed that, when motivated, the Unggoy were vicious, determined and competent fighters, especially on ground.
