:Not always. That seems to be partly an earned privilege. For example, Ripa 'Moramee led the invasions on Harvest and Arcadia with Generals reporting to him, much like a Commander and Chief, and appeared have been Arbiter for some time. However, Thel started out as basically a suicide soldier, then later began to gain more authority because of the Great Schism. So the position can vary between being a special lackey to being a general, depending on the situation.
