:Arbiter is a high rank given to regain ones honor and is not placed lightly on any sangheili. And I am guessing that, according to Covenant religion, that a halo ring is not a light offense. The truth is the rank of arbiter is both a reward and a punishment. A reward in the way of a higher rank and second chance, and punishment in the wy that you must recieve the mark of shame.

It is rather obvious that one set of armor is not going to last thousands of years without some fixing up or remaking completely. The article makes mention that, although being remade, the armor is not given technological upgrades. :Not always. That seems to be partly an earned privilege. For example, Ripa 'Moramee led the invasions on Harvest and Arcadia with Generals reporting to him, much like a Commander and Chief, and appeared have been Arbiter for some time. However, Thel started out as basically a suicide soldier, then later began to gain more authority because of the Great Schism. So the position can vary between being a special lackey to being a general, depending on the situation.
