no the ones on the cover have SPI armor mark 5 and 6 armor and Kurt has mark 5 armor while in the SPI armor must be a spartan 3 because only spartan 3's have SPI armor.and in the mark 6 armor in the backround must be one of the spartan 2's like kelly or fred or linda.

* Kelly never received, fucking, Mark VI armor. She got kidnapped, in Halo: First Strike. The Spartan-II with Mark VI is probably Fred, but may be Will. Linda had a sniper rifle.  I would guess that the one in SPI is Kurt because he is the main character that wears SPI armor.  He decided not to wear his Mark V armor into the fight with Sentinels.
